National Climate Plans
Following the development of Intended Nationally Determined Contributions (INDCs), we now focus on supporting the design of implementation plans for Nationally Determined Contributions (NDCs).
In preparation of the Paris Agreement, countries outlined their post-2020 emission reduction targets in national climate plans or so-called Intended Nationally Determined Contributions (INDCs). Many of them also included adapation actions.
As countries review and ratify their INDCs, they are turned into Nationally Determined Contributions or NDCs, which will guide a country’s path towards climate-resilient, low emission development for the coming decades.
Support through the Paris Agreement and Beyond
Building on our global networks and expertise in mitigation actions, we came in to support countries through the following strategies:
1. Direct Country Support for INDCs
At the national level, we have assisted 25 countries to hold INDC dialogues and consultations to engage government policymakers and key stakeholders. Approximately half of these countries are Least Developed Countries (LDCs) and/or Small Island Development States (SIDS) who were able to count on this support for the prepration of their INDCs.
2. Outreach & Knowledge Sharing: Global and Regional Technical Dialogues
Together with the UNFCCC and other partners, we have been carrying out a series of dialogues to advance knowledge exchange. These activities aimed at raising awareness among leaders and decision-makers around the Paris Agreement and INDCs, mobilizing high-level commitment and leadership, and building the technical capacity to define climate targets at the country level.
The dialogues were made possible through the special support from a group of donors.
3. INDC Guide Book
With a strong demand for INDC guidance emerging from the dialogues, we joined forces with our partner, the World Resource Institute (WRI), to develop a guide book. The INDC Guide is based on inisghts from the 2014-2015 dialogues, and was developed in a participatory manner, drawing on extensive feedback from countries and other organizations.
The INDC guide has been distributed to over 110 countries and was used around the world to prepare national climate plans. A new guidance book on NDC Implementation is currently in development.
Towards NDC Implementation
Our support is now focused on helping countries translate their climate commitments into NDC Roadmaps. A second round of Post-Paris REGIONAL NDC DIALOGUES will kicked off in Summer 2017 to discuss practical steps for the development of implementation plans. In May 2017, UNDP co-organized the first Global NDC Conference in Berlin.
These dialogues build, among others, on a UNDP I/NDC country support needs analysis conducted in early 2016 and subsequent country consultations.

The Government has developed the Uganda Green Growth Development Strategy (UGGDS) to operationalize the principles of green growth espoused in the 2030 Agenda (SDGs), the Uganda Vision 2040 and the second National Development Plan (NDP II) (2015/16-2019/20). The strategy identifies catalytic investment areas for prioritization in the transition towards a green economy.
