ACCRA, 23 September 2015: The Electoral Commission of Ghana (EC), through its former Chairman, Dr. Kwadwo Afari Gyan, requested UNDP to, among other activities, support the Commission to conduct an independent comprehensive needs assessment of the election administration function of the EC. The results of the assessment, the EC envisaged, would be used to inform the development of a new strategic plan for the Commission.
In line with this request UNDP facilitated the recruitment of independent international and national consultants for the Commission to help identify critical capacity gaps constraining the effective functioning of the EC and to develop a responsive Strategic Plan. Since August 2015, the consultants have been meeting with stakeholders including political parties, national governance institutions, CSOs, Development Partners, the EC Commissioners and staff in the conduct of the assessment.
Following this, the consultants completed their interim Institutional Assessment Report on 16 August 2015 and shared it, as their preliminary findings, with the EC and UNDP for feedback.
The consultants conducted interviews and recorded the sentiments expressed by the persons or institutions interviewed; their report does not imply any judgement by the UNDP on the quality of EC vendors or staff. The consultants have conducted follow-up meetings with EC Commissioners and staff to substantiate the initial findings after receiving the feedback. Their final assessment report has been submitted to the Electoral Commission. It is not a UNDP Report.
UNDP has provided long-standing development assistance to EC on numerous initiatives to support improved general management of elections in Ghana to help increase stakeholder confidence in the electoral process. For the 2016 elections, UNDP is providing technical assistance to the EC as well as support to stakeholders in a number of areas including political party strengthening, electoral violence prevention and civic engagement promotion.Contact information
