Hydro chlorofluorocarbon Phase-out Management Plan for Ghana


The objectives of Phase 1 of the Hydrochlorofluorocarbon Phase-out Management Plan (HPMP) are to establish an enabling environment for safe use of hydrocarbon refrigerants and achieve timely, environmentally sound, sustainable and cost-effective phase-out of 17.3 tonnes of substances with Ozone Depleting Potential (ODP) as required under the Montreal Protocol. This will be implemented through a combination of regulations, training and certification of technicians, focused sensitization of target groups, refrigerant recovery and retrofit projects and end-user incentive programmes.

The phase II of the HPMP will focus on providing training and certification of refrigeration Technicians in Greater Accra , Ashanti region , and other selected  persons  from  the rest of the 8 regions of Ghana who are in good servicing practices. The Phase II will also provide action plans to equip and operate a number of refrigerant recovery and retrofit centers with a focus on the use of Hydrocarbon refrigerant in air conditioning servicing, training and equipping the space acquired for and launching of the Centre of excellence in refrigeration technology to assist refrigeration technicians come abreast with development in refrigeration technology.


In August 2013, 25 Ghanaian local technicians were trained on hydrocarbon refrigeration technology. A manual on conversion of HCFCs based refrigerant to run on Hydrocarbons has also been produced. Moreover, a draft legal framework for the management of Hydro chlorofluorocarbon Phase-out Management Plan (HCFC)  in Ghana has been prepared.
