    This is the first of two reports commissioned by UNDP Ghana on fiscal space for human development. The report reviews the potential for expanding Ghana’s fiscal space to support human development objectives along its four main ‘pillars’ of Domestic revenue, Official Development Aid (ODA), Borrowing, and Increased Efficiency and Reallocation, in light of Ghana’s recent socio-economic performance and the challenges ahead.

The report was published in 2015 and it examines progress made since 2000 towards attainment of all the goals and their targets, and draws some lessons from the implementation and monitoring of the MDGs.

    This Ghana Country Note is extracted from the 2015 African Economic Outlook (AEO), an annual publication of the African Development Bank in conjunction with OECD and UNDP. The 2015 AEO was based on the theme, “Regional Development and Spatial Inclusion”. According to the outlook, Ghana’s economy is projected to grow at the rate of 3.9% in 2015 with gradual improvement to 6% in 2016.

    This monograph on ‘Tracking the progress towards MDGs in Ghana’ is one of six monographs that have been prepared from the 2010 Census data and is meant to inform policymakers on how far the country has gone in achieving each of the eight Millennium Development Goals. The report focuses on seven out of the eight goals and about 18 indicators.

    The purpose of the Millennium Development Goals Acceleration Framework (MAF) is to redouble efforts to overcome bottlenecks in implementing interventions that have proven to have worked in reducing the maternal mortality ratio in Ghana. The MAF focuses on improving maternal health at the level of both community and health care facilities through the use of evidence-based, feasible and cost-effective interventions in order to achieve accelerated reduction in maternal and newborn deaths.

    The main objective of this report is to “unmask” the issues behind the averages of 2010 Ghana MDG report and examine the country’s progress beyond the national level. It focuses on geographical disparities and gender dimension of selected MDGs and their corresponding targets. It also suggests some recommendations for addressing emerging equity issues and if possible, identify the necessary partnership and synergies that could be formed between government and development partners in addressing emerging concerns.
